Switzerland's lakes and rivers, accessible?

Article 3 of the Federal Law on Spatial Planning states: ''(...) public access to and passage along the shores should be facilitated (...)''. Does this mean that we are free to walk along all of Switzerland's lakes and rivers? No. The reality is more complex.
