How do you deal with troubled youth in hospitals?

The Vaud police have issued a missing persons notice for a psychologically fragile 17-year-old girl who left the CHUV. As in this case, runaways from these hospital units are recurrent. How can we ensure the safety of these hospitalized youngsters?
