Equal pay, why does it stall?

Did you know? In Switzerland, a woman earns on average around 20% less than a man! And it's not the feminists who say so, but the Swiss Federal Statistical Office. So how do we explain this wage gap? Are they due to discriminatory behavior on the part of employers?
