E-mail tracking

Programs are available to track e-mails sent without the recipient's knowledge. In this way, we know when he has read it or not, like a message on WhatsApp. What's more, this acknowledgment can show the number of times the e-mail has been read, the location from which it was viewed and even the device that received it. Is this legal? Too intrusive?
