Why does Switzerland vote with its wallet?

It's not unusual to read or hear in the media after a vote that "the Swiss voted with their wallets". This was the case again on Sunday, when the CO2 law was rejected by the people by 51.6%. But which wallet exactly are we talking about, our individual budget, or is it a more global notion? Does the household budget carry that much weight in the vote?
