Dying in prison

The number of elderly prisoners is increasing, and prisons are having to cope with an aging, sick and dying population. Few facilities are adapted to accommodate elderly, sick or even terminally ill inmates. How can prison staff cope? What solutions can be proposed to improve the situation?
