What the "Save Swiss Gold" initiative means for the SNB

The text requires the National Bank (SNB) to halt its gold sales, bring back to Switzerland all yellow metal stored abroad, and build up gold reserves for at least 20% of its assets. Do these constraints represent a danger, or on the contrary, a protection for the National Bank?
