Toxic but legal?

Since the 1960s, ambitious regulatory schemes have promised to control the chemicals to which we are exposed on a daily basis. Yet the rare "bans" that are issued are systematically accompanied by derogations allowing their continued use. Why do states seem incapable of making firm decisions, and how did the marketing of toxic substances become "legal"
