Is the "no" to the Gripen purchase a rejection of the army?

With 53.4% of the vote, the Swiss rejected the purchase of 22 Gripen fighter jets for over 3 billion Swiss francs. This is the first time in modern Swiss history that a military item has been rejected by the people.
