Does the "no" to the "Taoua" tower herald the end of high-rises?

The people of Lausanne said no to "Taoua". This 87-meter tower was to house hotels, housing and offices on the Beaulieu site. It was rejected by nearly 52%. Does this rejection herald the end of high-rise buildings in Lausanne?
