Homosexuality: taboo until when?

Same-sex partners kissing in the street: the scene might be harmless, but it's still often taboo. Homosexuality is disturbing. It's still often stigmatized, and the issue is particularly sensitive in adolescence. So how can we explain that in the 21st century, when the law and mentalities have evolved, so many homosexuals are still in hiding?
