Did Geneva miss its bicentenary celebration?

Geneva, Neuchâtel and Valais commemorate their entry into the Confederation. A bicentenary timidly celebrated at the end of Lake Geneva: some voices are highly critical. Some even dare to describe the festivities as a "failure". Why?
