Are teachers in French-speaking Switzerland really justified in their discontent?

Teachers in French-speaking Switzerland are making their voices heard: in Fribourg and Valais, they're facing salary cuts, and in Geneva, the Grand Council will be discussing cutting elementary school teacher training by a year, while some want to pay teachers according to the number of pupils in a class. These are all measures that do little to motivate teachers, and therefore do nothing to alleviate the shortage the authorities are already facing.
