What does "neoliberalism" really mean?

It is first and foremost a doctrine to which certain economists subscribe. But neoliberalism is also a philosophy embodied in a discourse. More than an economic doctrine, it has entered our everyday speech. How has this discourse become so difficult to circumvent?
