Vatican: the temptation of war

Pope Francis justified armed intervention in Iraq to "stop" jihadists. Whereas a year ago, he had opposed the use of force in Syria. How is this change in policy to be understood? Is it morally more legitimate for the Vatican to support armed action when it comes to helping Christians?
