Should Bern become a half-canton?

On one side the city of Berne, on the other the rest of the canton: the Bernese Socialist Party has revived the idea of "cutting" the canton in two. For the mayor of the federal capital, Alec von Graffenried, the proposal is nothing new: "It's like a ghost that appears, then disappears."
