Is short-time working a panacea for the strong franc?

The Federal Council has authorized the use of short-time working to avoid redundancies. Switzerland had already resorted to this instrument after the 2008 financial crisis, and several companies had applied it. Some had even implemented innovative solutions, such as exchanging qualified staff to avoid losing skills.
