Populism: an eternal return?

Election after election, nationalist parties are gaining ground in Europe, and the term populism is now ubiquitous in political rhetoric as well as on the pens of journalists and researchers. Yet it seems as tricky to define as it is to interpret. So, rather than trying to define this catch-all term, isnʹt it better to understand it as a recurring phenomenon?
