The paradoxes of tracking down emerging viruses

In the United States, the Centers for Disease Control and Prevention (CDC) recently announced the discovery of a new virus, dubbed Bourbon, which is believed to be responsible for the death of a man in the state of Kansas. Is one case enough to call it an emerging virus?
