Nothing changed after Fukushima?

March 11, 2011 in Japan: the tsunami damages the Fukushima nuclear power plants and triggers a nuclear catastrophe. The "Fukushima effect" quickly emerged. Japan shut down its power plants, and Germany and Switzerland announced their intention to phase out nuclear power. The disaster was a game-changer. Did it really? What conclusions can we draw four years on?
