How can we make up for the lack of organ donations in Switzerland?

The Swiss people have accepted the switch to presumed consent for organ donation in May 2022. This change is likely to take effect in 2025. And yet, the number of organ donors has been falling slightly over the past year. In 2022 alone, 83 people died while waiting for a donation, 11 more than in 2021. How can we explain this drop? Should we be concerned?
