How can we make conurbations more attractive?

How do you attract new residents when you're an agglomeration town with seemingly limited appeal? While some regions are attracting a surplus of residents, others are struggling to compete with urban centers. Such is the case of Olten. To remedy this situation, the city has launched a marketing operation, unique in Switzerland, called "Probewohnen".
