Why is so much cannabis smoked in Switzerland?

Geneva has become European smoking champion. Three years ago, the city at the end of the lake took bronze behind Amsterdam and Zagreb. Today, Zuirch and Basel are not far behind. But what happened? Why is there so much pot smoking in Geneva?
