Why does French-speaking Switzerland seem to be lagging behind when it comes to cycling?

Two "cycle streets", where bicycles have priority over cars, are set to open in the city of Bern. This new model is part of a pilot project run by the Confederation, in which five cities, all German-speaking, are participating.
