What are cultural rights?

For our specialist, it's all about identity and access to cultural resources: "it's the right to have knowledge". They are part of fundamental rights, human rights. It's about the right to memory, the right to speak the language you want, religious freedom, a right that could lie at the basis of all other rights and would be in a way the basis of our human dignity.
