Terrorist threat in Geneva: justified or excessive response?

After Paris and Brussels, Geneva has been targeted by a terrorist threat. As a result, vigilance levels have been raised and police presence stepped up, particularly at borders and airports, but no events have been cancelled. So is this threat really to be taken seriously?
