Is Switzerland really out of touch with digital technology?

No political commitment, apart from a few individual initiatives, no state commitment, apart from a "Digital Switzerland strategy" launched in April 2016 by the Federal Council. Meanwhile, American companies in the industry are extending their hold, and some countries in old Europe are launching programs worth millions of dʹeuros. How can Switzerland catch up?
