Rio 2016: IOC ducks by not suspending Russia

The IOC has decided not to suspend Russia from the Rio Olympic Games (August 5-21). It prefers to leave the decision to the international federations. As a result, only Russian athletics remains (for the time being?) deprived of the Games.
