Policyholder surveillance or outright spying?

Are all means good to flush out social insurance fraudsters? For opponents, the new law gives insurers a blank check to spy on people right into their bedrooms. Wrong, say the law's supporters, who see the text as balanced and essential to prevent abuse. So, is it policyholder surveillance or just plain copying?
