"Panama Papers: is offshore finance always illegal?

Sportsmen, heads of state, celebrities and billionaires have used offshore financial arrangements, via the Panamanian company Mossack Fonseca. Is this offshore finance, much maligned on moral grounds, necessarily always illegal?
