Lucerne police force no longer (still) responding, due to cost-cutting measures

Lucerne is reducing police patrols, offering students a week's vacation to save on teachers' salaries or cutting services for the disabled. The canton is scraping the bottom of the barrel after an ill-fated attempt to emulate Zug in becoming a corporate tax haven.
