Interned children and adults

There has already been a great deal of ink spilled over the scandal of children in care in Switzerland. Yet the victims were not just children: young people and adults were also victims of these coercive measures for welfare purposes. But who were these administrative internees? Why were they so disturbing that they had to be interned?
