Gay marriage debated in Switzerland

The Federal Council is in favor of gay marriage. The government is proposing to adapt the law to changes in the family. It is also proposing to create a form of union inspired by the French pacs, which would be open to both heterosexual and homosexual couples. Is Switzerland, rather conservative on family issues, ready for such a change?
