Comparing public administrations and public finances

In Geneva, the draft 2022 budget is heavily in deficit. It is already the country's most indebted canton, with 13 billion francs. The right-wing will launch an initiative to slim down the mammoth by limiting the hiring of new civil servants. In contrast, the canton of Vaud has virtually wiped out all its debt. How do we explain this difference?
