Banning begging: a question of dignity?

In the canton of Vaud, several associations have launched a referendum against the ban on begging, passed last September by the Grand Council. They denounce an indiscriminate law that criminalizes poverty, and demand that the "right to alms" be respected. Should begging be banned? Is begging a crime? And is giving charity a right?
