Vladimir Putin signed a law on Saturday that makes it easier for foreigners who enlist for at least a year in the army to obtain Russian citizenship. He also adopted amendments providing for up to 10 years' imprisonment for servicemen who desert or refuse to fight during periods of mobilization.
