Is the quarantine measure in Italy useful?

The Italian government is quarantining some 15 million people in the north of the country until April 3 to deal with the coronavirus epidemic, a measure unprecedented in Europe. The cities of Milan, Venice, Parma and Rimini and the surrounding regions are affected.
