Guichet spécial coronavirus: wearing a hygiene mask

Are we moving towards a requirement to wear a hygiene mask (surgical masks, OP masks) as in Austria? Is a "homemade" mask effective in protecting against the new coronavirus? And how can we avoid buying any kind of protection on the internet?
